ROOF REPLACEMENT & WATERPROOFING
AT CHARLES F. TIGHE RECREATION CENTER

NOTICE TO BIDDERS is hereby given that sealed Bids are invited and will be received as set forth herein.

OWNER:
Borough of East Newark, Hudson County, New Jersey
PROJECT TITLE:
Roof Replacement and Exterior Waterproofing at the Charles F. Tighe Recreation Center
PROJECT LOCATION:
44 Central Avenue, East Newark, NJ 07029
GENERAL DESCRIPTION OF PROJECT:
The project includes installation of a new roofing assembly and exterior waterproofing at the Charles F. Tighe Recreation Center in East Newark. Work will entail removal and disposal of existing multi layered roof, insulation, flashings and scuppers and the installation of a new two-ply, cold-process, modified bituminous roofing assembly over tapered insulation and coverboard. New metal edging, scuppers and downspouts to be installed. All exterior masonry walls to be power washed and sealed. A non-mandatory, on-site walkthrough will be held on Wednesday, October 15th at 10:00AM.

EXAMINATION OF CONTRACT DOCUMENTS:
Contract Documents may be examined Monday through Friday, except legal holiday, from 9:00AM to 4:00PM, only at the office of the Town Clerk at the address set forth above.
OBTAINING CONTRACT DOCUMENTS:
Contract Documents may be obtained only from the office of the Town Clerk at the address and hours set forth above upon payment of Fifty dollars ($50.00 Cost in Cash or Check) for each set of Contract Documents. No refunds will be made.
BID SECURITY:
Bid Security is required in an amount of not less than ten percent (10%) of the total amount of the Bid, but not in excess of Twenty Thousand Dollars ($20,000.00)
CONSENT OF SURETY:
Certificate from a Surety Company is required indicating consent to be bound as surety and guarantor for performance required under the Contract Documents.
BID SUBMISSION PROCEDURES:
Bids must be submitted on the Bid Form contained in the Contract Documents and must be enclosed in a sealed envelope plainly marked on the outside with the name of project and the name and address of the Bidder. The Bid must be delivered to the Owner prior to Bid opening at the above address for submitting Bids. Bids will not be accepted after October 29th, at 2:00 p.m.
CONTRACTOR REGISTRATION:
Bidders are required is to submit a certificate from the New Jersey Department of Labor establishing that the bid is registered pursuant to the Public Works Contractor Registration Act (P.L. 1999, c.238)

STATUTORY REQUIREMENTS:
Bidders are required to comply with the requirements of P.L. 1975, c. 127(NJAC 17:27) (Affirmative Action), and the requirements of P.L. 1963, c. 150 (Prevailing Wage), and the requirements of N.J.S.A. 10:2-1, et. seq., and the requirements of the Contract Documents.
REJECTION OF BIDS:
The Borough of East Newark reserves the right to reject any or all Bids, or to waive any Bid defect where such defect is not detrimental to the best interest of the Borough of East Newark and fairness of the bidding process. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Contract Documents.
